True Representation
Unfreeze Congress. Unfreeze Democracy.
Article 1 Section 2 Clause 3 of the Constitution states:
The Number of Representatives shall not exceed one for every thirty Thousand, but each State shall have at Least one Representative.
When the Constitution was written, the framers imagined a House of Representatives that would grow with the population. Originally, each Member represented about 30,000 people. The U.S. population tripled since the cap of 435 Members in 1911. The ratio of people-to-representative is at its most unequal point in American history. Today, each Member represents nearly 760,000 people, one of the highest ratios in the democratic world. That means your voice is diluted. A constituent’s letter, call, or meeting that once might have made a clear impact now gets lost in the crowd.
True representation simply means Congress needs to grow as America grows to restore accountability, proximity, and fairness.
Congress’ last expansion was in 1911 when the United States had one-third of today’s population. The 1929 Permanent Reapportionment Act empowered elites by limiting representation. True representation means expanding the House to keep pace with population growth thus creating neighborhood-sized “micro-districts” of about 30,000 constituents each.
Expanding representation does not mean more government, it means more democracy.
Ending Extreme Gerrymandering
Frozen representation fuels extreme gerrymandering. When voters are packed or sliced into 435 giant seats, elections stop being competitive and democracy stops being responsive.
District maps would be determined by real communities, not algorithms.
Affordable Housing Access
Developers profit from keeping affordable housing units empty. Short-term rentals and inflated asset valuations create a surplus for wealthy developers and a crisis for working families.
A larger, accountable, Congress will enforce transparency.
Local representatives will have the resources to track compliance in real time.
Economic Fairness and Opportunity
Expanding Congress creates more local representation and makes taxes, wages, and housing policy serve people instead of portfolios. Economic opportunity does not have to be determined by shareholders, local communities can determine market value and the industries in their neighborhoods
When democracy grows, inequality shrinks.
Climate and Water Justice
A Congress built for 1911 cannot govern a 21st-century planet. Industry lobbies thrive because a handful of Congressional committee chairs can stall national action. Global and national inaction creates local climate crises.
Micro-districts can bring effective environmental governance home.
Who is Pini?
Pini Herman was born in Budapest, Hungary, and arrived in the United States as a refugee, following the Hungarian Revolt of 1956. His family’s journey as immigrants shaped his lifelong commitment to justice, community, and democracy.
For more than four decades, Pini has combined scholarship, social work, and grassroots leadership to advance equity and civic participation in Los Angeles and beyond. As a Volunteer Leader with OneLA–Industrial Areas Foundation (2010–present), through Temple Emanuel of Beverly Hills, he helped organize public health and equity initiatives during the COVID-19 crisis, ensuring vulnerable populations had access to vaccinations and care. His work also influenced Los Angeles County health and transportation policies, improving access to essential services for underserved communities.
